<br />G. Ensure that those who occupy the areas of special flood hazard <br />assume responsibility for their actions. <br /> <br />H. Help maintain a stable tax base for providing for the sound use and <br />development of areas of special flood hazard so as to minimize <br />future flood blight areas. <br /> <br />I. Minimize the need for rescue and relief efforts associated with <br />flooding and generally undertaken at the expense of the general <br />public. <br /> <br />J. Require that uses which are vulnerable to flooding, including <br />public facilities, shall be protected against flood damage at the <br />time of initial construction. <br /> <br />97-4. Methods of reducing flood losses. <br /> <br />In order to accomplish its purposes, this chapter includes methods and <br />provisions for: <br /> <br />A. Restricting or prohibiting uses which are dangerous to health, <br />safety and property due to water or erosion hazards or which result <br />in damaging increases in erosion or in flood heights or velocities, <br /> <br />B. Controlling filling, grading, dredging and other development which <br />may increase flood damage. <br /> <br />C. Requiring that uses vulnerable to floods, including facilities <br />which serve such uses, be protected against flood damage at the <br />time of initial construction. <br /> <br />D. Controlling the alteration of natural floodplains, stream channels <br />and natural protective barriers which help accommodate or channel <br />floodwaters. <br /> <br />E. Preventing or regulating the construction of flood barriers which <br />will unnaturally divert floodwaters or which may increase flood <br />hazards in other areas. <br /> <br />97-5. Definitions. <br /> <br />A. For the purpose of these regulations, certain terms and words are <br />defined and shall have the meanings ascribed to them herein unless <br />otherwise more specifically defined or it is apparent from the <br />context that a different meaning is intended. Unless specifically <br />defined below, words or phrases used in this chapter shall be <br />interpreted so as to give them the meaning they have in common <br />usage and to give this chapter its most reasonable application. <br /> <br />B. As used in this chapter, the following terms shall have the <br />meanings indicated: <br /> <br />ACCESSORY USE OR STRUCTURE -- A use of or structure on a site that <br />is directly related to but secondary to the principal use(s) of or <br />structure(s) on the site. <br /> <br />Page 3 <br />
