<br />ADMINISTRATOR -- The local administrative official appointed by the <br />Town Council, responsible for administering and implementing these <br />regulations as set forth in Section 97-8. The Town Council may <br />elect not to appoint an administrator, and, in its place, the Town <br />Council itself shall act as the Administrator, with~assistance from <br />the Town Clerk. <br /> <br />APPEAL -- A formal request for a review of the Floodplain <br />Administrator's interpretation of this chapter, <br /> <br />APPLICANT -- Any individual, partnership, corporation, association, <br />company or public body, including the federal government, or any <br />political subdivision, agency, corporation or instrumentality of <br />the State of Colorado applying for a floodplain development permit <br />pursuant to these regulations, <br /> <br />AREA OF SHALLOW FLOODING -- Areas designed "z Zone" on the Flood <br />Insurance Rate Map (FIRM). The base flood depths range from one <br />(1) to three (3) feet; a clearly defined channel does not exist; <br />and the path of flooding is unpredictable and indeterminate. as <br />well as the velocity flow. <br /> <br />AREA OF SPECIAL FLOOD HAZARD -- The land in a floodplain subject to <br />a one-percent chance or greater of flooding in any given year, and <br />those zones on the Flood Insurance Rate Map (FIRM) designated as AE <br />and X Zones, as well as any designated floodway within the <br />floodplain. <br /> <br />BASE FLOOD -- A flood having a one-percent chance of being equaled <br />or exceeded in any given year, In the context of this chapter, <br />"base flood" is used interchangeably with "one-hundred-year flood," <br />"one-percent-chance flood" or "intermediate regional flood." <br /> <br />CHANNEL -- A natural or artificial watercourse of perceptible <br />extent with definite bed and banks, which confines and conducts <br />continuously or intermittently flowing water. <br /> <br />CRITICAL FEATURE -- An integral and readily identifiable part of a <br />flood protection system, without which the flood protection <br />provided by the entire system would be compromised. <br /> <br />DEVELOPMENT -- Any construction or activity that changes the basic <br />character or the topography of the land on which the construction <br />or activity occurs, including but not limited to any man-made <br />change to improved or unimp roved real es ta te, const ruct ion 0 r <br />substantial improvement of buildings or other structures, mining, <br />dredging, filling, grading, paving, excavation or drilling <br />opera tions, dam, wall, embankment, levee, dike, pile, abutment, <br />projec tion, excavation, channel rectification, bridge, cuI vert, <br />fence or fill, located within the area of special flood hazard, <br /> <br />FILL -- A deposit of materials of any kind placed by artificial <br />means.. <br /> <br />Page 4 <br />
