<br />This is in response to a letter dated April 2, 1991, from Mr. R. Penn
<br />Gildersleeve, P.E., Office Manager, Greenhorne & O'Mara, Inc. (G & 0), and
<br />Ms. Peggy A. McCarthy, P.E., Project Manager, G & 0, regarding a request for
<br />a Conditional Letter of Map Revision (CLOMR) for a reach of Tenmile Creek
<br />between Fourth Avenue to approximately 100 feet upstream of West Main Street,
<br />as shown on effective Flood Insurance Rate Map (FIRM) Panel 0001 for the Town
<br />of Frisco, Colorado, dated April 26, 1983. Mr Gildersleeve and Ms. McCarthy
<br />submitted additional data in response to our letter dated February 8, 1991,
<br />to Ms. McCarthy. These data were requested to support Ms. McCarthy's initial
<br />request for a CLOMR, dated July 12, 1990.

<br />The CLOMR is based on the proposed addition of rock dams (fish habitat
<br />improvement structures) in the floodway along Tenmile Creek. Ms. McCarthy
<br />submitted all required data with letters dated July 12 and November 27, 1990,
<br />and April 2, 1991. Written authorization to proceed was received with her
<br />letter dated November 27, 1990. Fees necessary to process this CLOMR (a
<br />total of $1,650) have been received.

<br />We have completed our review of the data submitted with regard to the data
<br />used to produce the effective Flood Insurance Study for the Town of Frisco,
<br />Colorado. We are in agreement with the new "existing" conditions as
<br />described in the HEC-2 hydraulic model submitted by G & 0, which accounts for
<br />changes (fi 11, topography, and a new bridge at Creekside Avenue) that have
<br />occurred in Tenmile Creek over the last 10 years. As a result of these
<br />changes, the new "existing" conditions model represents the base conditions
<br />used in our review of this CLOMR,

<br />We believe that, if the proposed project is constructed between Fourth Avenue
<br />to approximately 100 feet upstream of West Main Street as shown on Sheets 1
<br />through 3 of 3 of the plans entitled "Tenmile Creek, Frisco, Colorado; Fish
<br />Habitat Improvements," prepared by G & 0, dated May 1990, revised April 2,
<br />1991, the revised HEC-2 hydraulic mOdels dated April 2, 1991, and the report
<br />entitled "Request for Conditional Physical Map Revision, Tenmile Creek,
<br />Frisco, Colorado," prepared by G & 0, dated June 1990, then the base
<br />(lOO-year) flood elevations (BFES), 100-year floodplain, and 100-year
<br />floodway will be as shown on the submitted plans.
