<br />(J) Review all development permits to determine that the permit <br />requirements of this chapter have been satisfied. <br /> <br />(2) Review all development permits to determine that all <br />necessary permits have been obtained from federal, state or <br />other local governmental agencies from which prior approval <br />is required. <br /> <br />(3) Review all development permits to determine if the proposed <br />development is located in the floodway. If located in the <br />floodway, assure that the encroachment provisions of Section <br />97-7D are met. <br /> <br />(4) Review all development permits to determine if the proposed <br />development adversely affects the flood-carrying capacity of <br />the area of special flood hazard. The cumulative effect of <br />the proposed development, when combined with all other <br />existing and anticipated development, shall not increase the <br />water surface elevation of the base flood more than one (1) <br />foot at any point. <br /> <br />(5) He shall: <br /> <br />(a) Obtain and record the actual elevation, in relation to <br />mean sea level, of the lowest floor, including the <br />basement, of all new or substantially improved <br />structures. <br /> <br />(b) For all new or substantially improved floodproofed <br />structures: <br /> <br />(1) Verify and record the actual elevation, in <br />relation to mean sea level, to which the structure has <br />been floodproofed; and <br /> <br />(2) Maintain the floodproofing certifications required <br />in Section 97-8A. <br /> <br />(6) Issue a development permit for any proposal which he finds to <br />be in conformance with the requirements of these regulations. <br /> <br />D. Standards for floodplain development permit approval. In addition <br />to the development standards and requirements contained herein, the <br />Floodplain Administrator shall determine the specific flood hazard <br />at the site and shall evaluate the suitability of the proposed use <br />in relation to the flood hazard. In addition, although not limited <br />to such factors, the Administrator shall consider the following <br />factors: <br /> <br />(1) The probability that materials may be swept onto other lands <br />or downstream to the injury of others. <br /> <br />(2) The proposed water supply and sanitation systems and other <br />utility systems and the ability of these systems to prevent <br />disease, contamination and unsanitary or hazardous conditions <br />during a flood. <br /> <br />Page 16 <br />
