<br />(3) The susceptibility of the proposed facility and its contents <br />to flood damage and the effect of such damage on the <br />individual owner. <br /> <br />(4) The availability of alternative locations not subject to <br />flooding for the proposed use. <br /> <br />(5) The safety of access to the property in times of flood for <br />ordinary and emergency vehicles, <br /> <br />(6) The expected heights, velocity, duration, rate of rise and <br />sediment transport of the floodwaters at the site. <br /> <br />(7) The existence of flood warning systems to notify floodplain <br />occupants of impending floods. <br /> <br />(8) The cumulative effect of the proposed development, with other <br />existing or anticipated uses, in increasing potential flood <br />hazards, <br /> <br />E. Use of other base flood data. When base flood elevation data has <br />not been provided in accordance with Section 97-6B, Basis for <br />establishing areas of special flood hazard, the Administrator shall <br />obtain, review and reasonably utilize any base flood elevation data <br />available from federal, state or other sources in order to properly <br />administer the requirements of this chapter. <br /> <br />F. Alteration of watercourses. The Administrator shall notify Summit <br />County and the state coordinating agency, which is presently the <br />Colorado Water Conservation Board, prior to any alteration or <br />relocation of a watercourse and submit evidence of such <br />notification to the Federal Emergency Management Agency, and <br />require that maintenance is provided within the altered or <br />relocated portion of the watercourse so that the flood-carrying <br />capacity is not diminished. This may require the Town Council to <br />enter into a contractual arrangement with the permit applicant <br />prior to issuance of the development permit. <br /> <br />G. Interpretation of FIRM boundaries. The Administrator shall make <br />interpretations, where needed, as to the exact location of the <br />boundaries of the areas of special flood hazard (for example, where <br />there appears to be conflict between a mapped boundary and actual <br />field conditions). The party contesting the location of the <br />boundary shall be given a reasonable opportunity to appeal the <br />adverse interpretation as provided in the appeal procedures <br />contained herein. <br /> <br />H, Variances and appeals. <br /> <br />(1) The Frisco Planning Commission, shall hear and decide appeals <br />and requests for variances from the requirements of this <br />chapter.
