<br />97-8. Administration. <br /> <br />A. Establishment of development permit. <br /> <br />(1) A development permit shall be obtained before construction or <br />development begins within any area of special flood hazard <br />other than Zone A. Application for a development permit shall <br />be made on forms furnished by the Community Development <br />Department and shall include, but not be limited to, plans, <br />in duplicate, drawn to scale, showing the nature, location, <br />dimensions and elevations of the area in question; existing <br />or proposed structures, fill, storage of materials, drainage <br />facilities; and the location of the foregoing. <br /> <br />(2) Specifically, the following information is required: <br /> <br />(a) Elevation, in relation to mean sea level, of the lowest <br />floor, including the basement, of all structures. <br /> <br />(b) Elevation, in relation to mean sea level, to which any <br />structure has been floodproofed. <br /> <br />(c) Certification by a registered professional engineer or <br />architect that the floodproofing methods for a <br />nonresidential structure meet the floodproofing <br />criteria. <br /> <br />(d) Description of the extent to which any watercourse will <br />be altered or relocated as a result of proposed <br />development. <br /> <br />(3) The Administrator reviewing the permit application may <br />require additional information, depending upon the scope of <br />development and construction as well as the specific location <br />within the floodplain. Specifically, the Administrator may <br />require detailed plans regarding site specific analysis, both <br />natural and man-made; existing and proposed roads, parking <br />and open space; grading plan; utility plan; landscaping plan; <br />and any other information deemed necessary by the <br />Adminis t ra tor. <br /> <br />B. Designation of the Administrator, The Town Council hereby <br />designates the Community Development Director as the Floodplain <br />Administrator who shall implement this chapter by granting or <br />denying development permit applications in accordance with its <br />provisions. In the absence of a Floodplain Administrator, the Town <br />Council, with assistance from the Town Clerk, shall perform all the <br />necessary duties. <br /> <br />C.
