Install connecting section to Kenneys Run storm sewer downstream of <br />15th Street. <br /> <br />Floodproofing measures need to be planned individually and will vary consider- <br />ably from structure to structure, depending on the special circumstances <br />involved. <br /> <br />3. Construct proposed storm sewer inlets for the West Fork Kenneys Run <br />and the 20th Street tributary. <br /> <br />This master plan recommends that the City of Golden continue participating in <br />the National Flood Insurance Program and continue enforcing floodplain regula- <br />tions utilizing the most current floodplain information available. In addi- <br />tion, private property owners within designated flood hazard areas, or in <br />other areas which have experienced past flood-related damage, should be <br />encouraged to purchase flood insurance. <br /> <br />4. Construct new storm sewer for the East Fork Kenneys run beginning at <br />the junction box at 20th Street and progressing upstream. <br /> <br />5. Construct grass-lined channel upstream of the East Fork storm sewer <br />inlet. <br /> <br />6. Construct channel improvements and replace the 23rd and 24th Street <br />crossings of the West Fork Kenneys Run. Channel improvements should <br />progress in an upstream manner. <br /> <br />Possibilities exist for the implementation of a basin-wide flood warning <br />system. With the construction of the Welch Ditch Detention Basin and the two <br />detenti on facil it i es on the East Fork Kenneys Run causi ng up to a 30-mi nute <br />delay in the 100-year flood peak, stage measuring equipment could be installed <br />to permit downstream areas to be warned of impending flooding. A well-planned <br />monitoring program, combined with area-wide efforts to warn residents of <br />possible severe thunderstorms and heavy rainfall would be effective and <br />beneficial. Neighborhood evacuation and emergency access plans would also be <br />beneficial for periods during and following major flooding. It should be <br />recognized that Tucker Gulch and Kenneys Run are both classified as flash- <br />flood streams leaving little time for flood warning. An effective flood <br />warni ng system shoul d not be re 1 i ed upon for impl ement i ng fl ood-proofi ng or <br />flood protection measures requiring human intervention. <br /> <br />7. Acquire land and construct stilling area and debris basin at the <br />mouth of Tucker Gulch. <br /> <br />8. Construct major channel improvements to Tucker Gulch beginning at <br />the confluence with Clear Creek and progressing upstream. <br /> <br />The above-prioriti zed improvements represent the major capital expenditure <br />portion of this master plan for the City of Golden. Other recommended <br />improvements, such as improved inlets to the existing storm sewer, providing <br />maintenance access to existing improved drainageways, and install ing grade <br />stabilization structures may be included with other capitol improvement <br />programs. For the State Highway #93 crossing of Cressmans Gulch, which is <br />cons i dered a Jefferson County cost, it is recommended that improvements be <br /> <br />VI-6 <br />
