In regard to <br />the other improvement on Cressmans Gulch, it is recommended that channeliza- <br />tion take place in conjunction with the planned development and that costs of <br />construction be incurred by the developer. <br /> <br />costs, engineering, legal, and administrative costs, right-of-way acquisition <br />costs, and annual operation and maintenance costs. These estimates are broken <br />down on a sheet-by-sheet basis and also according to jurisdiction. A 30% <br />factor was added to the total est imated construct i on cost to account for <br />fiscal, legal and administrative fees, engineering, surveying, construction <br />inspect i on, and construct i on cont i ngenc i es. The itemi zed improvement costs <br />and totals for each jurisdiction are summarized in Tables 11-1 and 11-2 <br />(Section II). These cost estimates are further separated for each master plan <br />drawing and arp included in tables following each sheet commentary (Section <br />IX). Tables VI-3 and VI-4 summarize the benefit/cost data for the recommended <br />plan using cost data from this study and damage reduction information from <br />Phase A. <br /> <br />The implementation priorities are recommended realizing that Kenneys Run <br />appears to constitute the major flood threat to the City of Golden and can be <br />expected to worsen as development cont i nues withi n the bas in. A 1 so, the <br />benefit/cost analysis presented in the Phase A Report showed positive benefits <br />for implementing the Kenneys Run master plan. The past flood history of <br />Tucker Gulch also suggests that improvements are needed, but economics of <br />implementing major improvements is not as supportive. Therefore, Tucker Gulch <br />improvements are considered secondary to Kenneys Run at thi s time. In gene- <br />ral, improvements to major drainageways should be prioritized to complete the <br />downstream facilities first and proceed in an upstream manner. Detention <br />facilities are the excetion to this rule, since downstream benefits can be <br />realized immediately upon completion of upstream detention facilities. <br /> <br />Cost Estimates <br /> <br />For the proposed master plan presented in this report, the costs for construc- <br />t i ng the respect i ve facil it i es and acqui ri ng needed ri ght-of-way have been <br />estimated using current real estate values, material prices, and labor rates. <br />The unit prices used for preparing the constructon cost estimate are listed in <br />Table VI-2. Also included in the cost for the proposed plan is the estimated <br />annua 1 ope rat i on and mai ntenance expenditures assoc i ated wi th each type of <br />flood control facility, Table VI-I. <br /> <br />The cost estimate for each improvement was itemized <br />gories: channel improvements, street crossing <br />relocation costs, storm sewer improvements, detention <br /> <br />by the foll owi ng cate- <br />improvements, utility <br />facilities, contingency <br /> <br />VI-7 <br />
