This section
should outline the hardware, software, and support services for which
funding is being requested and provide whatever justification or explanation
appropriate to demonstrate consistency with system specifications in
paragraph l5~3 and/or additional specifications provided in current
emergency management equipment guidelines for CCA funded ADP purchases.

(3) Current ADP Environment. This section should outline
current ADP capability within the emergency management office and the type
of support provided by other agencies within the jurisdiction. Applicants
should address how requested ADP support augments rather than duplicates
existing ADP capability.

c. ADP Needs Assessment and System Plan. It is strongly
recommended that all State emergency management organizations conduct a
thDrough needs assessment and plan for system development which can be
implemented incrementally as resources allow. While this involves a more
extensive review and documentation of organization (as opposed to individual
program) information requirements and resources, it reduces the effort
required for subsequent requests and, more importantly, results in an
integrated information management capability.

15~5
