<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CPG 1-3, Chg. 1 <br /> <br />January 26, 1988 <br /> <br />(c) Staff availability, expertise, willingness to use <br />computers, and organizational plans to develop ADP skills in employees. <br />All hardware and software required for adequate basic capability need not <br />be purchased at one time but additions and enhancements should be justified <br />in terms of the total office capability. <br /> <br />(3) Funding for enhanced level equipment and software will <br />normally be considered only if it is building upon basic level capabilities <br />in terms of equipment, software, and staff expertise. Regions should <br />attempt to bring every State in the region to the basic level before <br />funding extensive, enhanced level capabilities. Funds for maintenance of <br />enhanced level systems already established can be approved by the Regional <br />Director. <br /> <br />(4) While a given FEMA program may be the primary user of <br />a basic level system, the system, when not in use for that purpose, should <br />be available to support other program activities specified in the CCA's. <br />Enhanced level systems by definition support all emergency management <br />programs. <br /> <br />elements: <br /> <br />(5) FEMA will not approve funding for the following <br /> <br />confi gu rat ions; <br /> <br />(a) DevelDpment of custom software or microcomputer <br /> <br />(b) Purchase of mainframes; <br /> <br />(c) ADP equipment that duplicates centralized <br />functions such as payroll; <br /> <br />(d) Generalized bulletin board systems; and <br />(e) Commercial electronic mail services. <br /> <br />b. Application. Requests for ADP funding assistance can be <br />included with the initial CCA application or as an amendment to the <br />CCA, following procedures outlined in CPG 1-38. The application <br />should note the proposed funding source (i.e., FEMA program or <br />programs) and address the following areas: <br /> <br />(1) Requirement for ADP suppo~t. This section should <br />address the intended applications of the ardware or software <br />requested, including the information requirements, data sources, <br />anticipated improvements in efficiency or productivity and the FEMA <br />programs supported. <br /> <br />15-4 <br />
