Policy. The policies and procedures in this chapter are <br />applicable for purchase of ADP hardware, software and support services <br />unles~ ADP purchases are specifically noted in individual program chapters <br />of this CPG, or in each current year's CCA request for application package <br />annual program requirements, as being unique. <br /> <br />(1) FEMA's policy is to provide a maximum of 50 percent <br />matching funds for all approved ADP purchases and support regardless <br />of the funding ratios for other items under a program. This policy <br />is consistent with the appropriate laws authorizing the provision of <br />Federal funding. <br /> <br />(2) Requests for FEMA assistance in the purchase of <br />basic ADP hardware or software, as specified in paragraph 15-3, must <br />have prior approval of the FEMA Regional Director in accordance with <br />OMB Circular A-87, even if the State or local jurisdiction wants to <br />use previously allocated funds. The optimum number and configuration <br />of Personal Computers (PC) required to provide adequate support for an <br />emergency management organization is influenced by a number of factors, <br />including: <br /> <br />(a) Size of organization, jurisdiction, and <br />population covered; <br /> <br />proposed; and <br /> <br />(b) Specific data base requirements and projects <br /> <br />15-3 <br />
