<br />A cost contingency of 15% of the estimated construction cost is
<br />included to cover incidental costs. Engineering costs include
<br />final engineering design, surveying, soils testing and normal
<br />construction services. Fiscal, legal and administrative costs
<br />are included to cover costs of financing, appraisal, land acquisi~
<br />tion and other miscelhneous project implementation costs.
<br />Operations and maintenance costs are included and are based on the
<br />following percentages of construction costs, for annual maintenance
<br />costs (Ref. 3).
