Planning

PL-7 Encoul'llge communities to develop local mitigation plans.

OES will offer technical assistance to communities that will include
providing sample formats for a local mitigation plan and conducting site
visits with local governments to provide guidance in the preparation of
these plans.

PL-2 Provide technical assistance to local jurisdictions to develop or
update dl'llinage master plans.

Drainage master plans must consider NFIP requirements pertaining to
map and floodway revisions. This will assure that local drainage projects
do not aggravate flooding conditions. These plans should address safety
and conservation issues, as well as, cumulative impacts for new
developments. This recommendation was reflected in the 1992 Report
and again recognized as a need in 1995. Local government can consult
with FEMA and DWR regarding these plans.

27

.JJ--J m+,,- R.,...,
~ 1995
