<br />WM-4 Coordinate/developlong-termbrushmanagementbyaddressing theissue <br />of increased run-off and erosion potential after a fire incident. <br /> <br />OES should review post-fire soil stabilization efforts and watershed <br />runoff characteristics in conjunction with USFS, USFWS, RCDs, BLM, <br />CDF, the Department of Conservation/Division of Mines and Geology <br />(DOC/DMG) and DFG in an effort to coordinate the relationship between <br />brush management and potential runoff in California. <br /> <br />WM-5 Improve flood waming systems and assist stateRocal organizations in <br />acquiring hardware and funding. <br /> <br />FEMA/OES/DWR/USGS/NWS need to identify the necessary technical or <br />funding assistance to implement the following priorities: <br /> <br />o Install additional gages to fill gaps on major river systems (North <br />Coast, North Bay, Central Coast and Sacramento Valley) and <br />provide ground truth for NWS radars. <br /> <br />o Continue U.S. Geological Survey (USGS), DOC/DMG, OES and the <br />NWS effort to develop an operational landslide, mudslide and <br />debris flow warning system, <br /> <br />o Expand National Oceanic and Atmospheric Administration (NOAA) <br />weather radio coverage and implement ALERT local cooperative <br />flood warning system in conjunction with NWS when in high risk <br />areas. <br /> <br />WM-6 Investigate permanent use of -K-Rails- to confine flood debris at <br />repetitive slide locations. <br /> <br />K-Rails are portable concrete sections used at construction sites for <br />temporary road repair.
