eoJe~ ad
Slada,.cl

C5-1 Encourage communities to crellte hllzard ablltement districts to mitigllte
flood huards, IIIndslides, fire hazard aTellS, etc. Estllblish model
minimum stllndards for new development aTells using a multihazard
approach.

Public Resource Code Sections 26500-26654 provide for the creation of
Geologic Hazard Abatement Districts (GHAD) to prevent. mitigate and
abate or control any land movement hazard. Some districts are already
in place and establishment of these standards could be incorporated
using a multihazard approach.

CS-2 Develop standards for Dquified petroleum gas (LPG) instllUation and
sponsor legislation to incorporate these standards into the USC codes.

This issue was identified in the 1993 IHMT which requested the State
Fire Marshall work closely with the National Propane Gas Association
(NPGA) and the National Fire Protection Association (NFPA), Inadequate
anchoring of the tanks is a significant hazard. In the 1993 flood event.
there were approximately 200 leaks that were detected in LPG systems
which resulted in 12 deaths. The USEPA removed approximately 100
suspicious containers from the Russian River in this event.

NPGA and the NFPA have begun to develop standards for LPG
installations. DWR floodplain management regulations may be the
appropriate vehicle to enact these changes.

CS-3 Strengthen floodplain management structural regullltions in the USC.

DWR/FEMA will work through the International Congress of Building
Officials (ICBO) and the California Buildings Standards Commission
(CBSC) to incorporate the structural floodplain requirements into the
body of the UBC. making local adoption mandatory, The existing
structural floodplain management requirements in the NFIP are now in
the appendix of the UBC, where adoption by a jurisdiction is optional.

29

JJ.,.,J 'mJ;,.u../?.,..,t
JJ"""'I 1995
