Multihazard information will be developed as needed to incorporate seismic
considerations with flood mitigation techniques (minimization, retrofitting,
flood proofing, elevation and relocation). Print and video materials will be
developed and disseminated through Public Information, Outreach, Helpline
services and mailings, ~BA workshops, flood recovery information meetings and
local building departments.

EIS-5 Provide expanded National Flood Insurance Program training for insurance
agents and lenders.

The NFIP is expanding the number of training seminars for insurance agents and
lenders in the disaster area,

EIS-6 Document the flood event, repetitive and substantially damaged structures, and
related mitigation opportunities utilizing Geographic Information System (GIS)
technology.

OES/DWR/FEMA will coordinate the documentation of the flood event and
continue to support the development of flood hazard information where needed,
in coordination with other state, local and federal agencies. GIS will be utilized
where feasible to facilitate this documentation, Flood Insurance Rate Maps
(FIRM) for California are currently being digitized to support these efforts.

EIS-7 Repair and upgrade California Data Exchange Center (CDEC) to provide dual
data coHection systems through sateHite and existing microwave network.

With the power outage following the most critical forecasting period,
forecasters had to rely on observations from the field versus real-time data. A
need exists to upgrade telemetry equipment with backup capacity. DWR has
initiated upgrades and is identifying funding sources.

E1S-B Convene a meeting of interested parties regarding state and federal regulatory
permitting and maintenance activities in fIoodways. Identify and develop a
mechanism for preapproving certain maintenance activities prior to a flood
event.

FEMA/OES/DWR will host a meeting to address this concern and invite, at a
minimum, the following agencies: U.S. Army Corps of Engineers (USACEI,
EPA, U.S. Fish and Wildlife Service (USFWS), California Department of Fish and
Game (DFGI. California Conservation Corps (CCCI. State Water Resources
Control Board, State Reclamation Board, California Environmental Protection
Agency, California Resources Agency and the Floodplain Management
Association.

.J./...,J ~ 1<,,-1
5.t...., 1995

16
