<br />Garlg J-mp!emenlatwn St,.aleg'j <br /> <br />A <br /> <br />n Early Implementation $trategy lEIS) was developed to identify <br />immediate mitigation actions to be accomplished during the recovery <br />effort, Many of these items have been initiated and completed prior to <br />the distribution of this report, These recommendations or ongoing actions are <br />listed below: <br /> <br />EIS-1 Conduct OES/DWR/FEMA Mitigation FNJId Assessments. <br /> <br />OES/DWR/FEMA Field Assessment Teams met with community officials in areas <br />where potential substantial damage issues may require technical assistance. <br />The result of these visits provided a more responsive and integrated approach <br />to a comprehensive hazard mitigation analysis. <br /> <br />EIS-2 Assist local communities with implementing the National Flood Insurance <br />Program floodplain management requirements. <br /> <br />OES/DWR/FEMA Field Assessment Teams met with local officials to review <br />local floodplain development permit processes. Discussions included the <br />importance of compliance with NFIP requirements included in local ordinances <br />to maintain community eligibility for flood insurance, federally backed <br />mortgages and disaster assistance. Officials were informed of the need to <br />identify substantially damaged buildings based on preflood market value in order <br />to enforce NFIP substantial improvement standards. The NFIP requires the <br />elevation of residential buildings. damaged 50% or more. to or above the Base <br />(100-yearl Flood Elevation. Based on community needs. additional floodplain <br />management support and technical assistance will be provided. <br /> <br />EIS-3 Provide the pubDc with information about the National Flood Insurance Program <br />and floodplain management requirements. <br /> <br />OES/DWR/FEMA initiated a proactive approach to public. community and media <br />interest by providing information on flood insurance. NFIP floodplain <br />development permit requirements and to correct misunderstanding about these <br />subjects. The public is encouraged to purchase flood insurance and to contact <br />their local building permit officials before rebuilding, <br /> <br />EIS-4 Provide property owners and building officials with localized information about <br />multihazard mitigation techniques to protect their homes and businesses. <br /> <br />OES/DWR/FEMA are reviewing existing mitigation materials to ensure <br />multihazard consideration and compliance with codes and standards. <br /> <br />15 <br /> <br />fi"""" ~ R.,-t <br />'JJ..." 1995 <br />
