Postal Service <br /> <br />WRC File: 2032/11 <br /> <br />Dear Commissioner Arndt: <br /> <br />We are in receipt of your letter of February 15,2000, informing us of the County's action to terminate the contract <br />between Morgan County and WRC Engineering, Inc. (WRC) dated February 2, 1999. Needless to say, we were surprised <br />with your action, especially when we have gone overboard in trying to address the County's concerns at a substantial <br />additional cost to WRC. <br /> <br />We respectively disagree with your assessment and conclusions related to WRC's performance as stated in your <br />referenced letter. We believe we have complied with the provisions of the contract For your information, we would like to <br />provide the following that impacted the project schedule and coordination with the Colorado Department of Transportation <br />(COOT). <br /> <br />I. WRC attended 8 meetings at the request of project sponsors as compared to the contract requirements of a total of <br />5 meetings (start-np meeting plus 4 meetings), in order to resolve a variety of issues related to the project <br /> <br />2. The County was unable to provide the boundary surveys for the project, which led to securing the required survey <br />from Bob Bell of High Country Surveying. WRC received fmallocation boundary lines for property ownership and <br />highway right-of-way on October 19, 1999. Two days later, fmal signed and sealed plans were sentto the County. <br /> <br />3. A change in design was requested by the County on July 21,1999, which incurred additional cost to WRC for which <br />we did not bill the County. <br /> <br />4. The contract provides the Colorado Water Conservation Board (CWCB) shall act as the technical project manager <br />and project coordinator. <br /> <br />5. WRC submitted to project sponsors the following: <br />A On July 2, 1999, WRC submitted 5 sets of draft version of the construction drawings to the County for review <br />and distribution. Written comments were received ouly from CWCB and were incorporated in the fmal <br />construction drawings. Verbal comments from the County were received at the July 21"meeting which <br />necessitated major alignment changes. <br />B.
