.

Specific portions of tasks 4,5, and 6 for the Contractor to complete are outlined below. All work
shall meet or exceed FEMA's requirements for HMGP application. Application information will
be provided by the CWCB to the Contractor.

Task 4 - Proposed (Alternative) Solutions:
The Contractor shall formulate at least 3 alternative plans to address local storm drainage
component of the Project within the community of We Idona. Generally, the area for local storm
drainage analysis (for the purposes of this Scope) includes the urbanized land located in the
northern half of Section 3 and the southern half of Section 34 (see figure 1). Alternative I shall
be the "no action" alternative. Alternative 2 shall address proposed storm drainage features
including, but not limited to, inverted-crown streets, culverts at street crossings, roadside ditches,
and an outfall to the south side of Highway 144. Alternative 3 shall address proposed storm
drainage features including, but not limited to, a complete storm drainage system with grated
inlets and buried storm drain pipes and an outfall to the south of Highway 144. Alternative 4
(optional) may consist of any other proposed solution suggested by Contractor in lieu of
Alternative 2 or 3. Alternative 4 (if chosen) must be approved by CWCB prior to analysis and
preliminary design.

The Contractor shall develop design hydrology for the local storm drainage system for the 2-, 5-,
and lO-year events. The Rational Method or other commonly accepted hydrologic methodology
may be used. Any contributing drainage area below (south of) the Weldon Valley Ditch shall be
considered in the design hydrology.

.

Analysis of storm drainage features shall include preliminary sizing and location of all needed
facilities to convey up to the lO-year flood event only. Proposed solutions for Alternatives 2 and
3 shall be clearly depicted on the topographic base sheets provided by the CWCB. Contractor
may use commonly accepted practices, methodologies, and computer programs available for the
feasibility-level designs and hydraulic analyses.

Contractor shall provide preliminary construction cost estimates for each alternative. Unit costs
for the proposed projects shall be mutually agreed upon by the Contractor and the CWCB.
Contractor shall provide text descriptions of all the alternatives, including the consequences of
the "no action" alternative, to be included in the final report.

The Corps of Engineers and the CWCB will be responsible for providing proposed solutions to
the major drainageway component of the Project related to Schaefer Draw and the irrigation
canals.

Task 5 - Description of Proposed Project:
The Contractor and the CWCB shall mutually agree upon the local storm drainage component
alternative that will be recommended as part of the proposed project. The Contractor shall also
develop a maintenance plan for this component of the proposed project as required by FEMA.
The Contractor shall provide required text and other information to be included in the final report
for this component of the proposed project.

.

The Corps of Engineers and the CWCB will be responsible for recommending the proposed
major drainageway component of the project related to Schaefer Draw and the irrigation canals,
including an operation and maintenance plan, report text, and other information for the final
report.

4
