Identify the sources of personnel, <br />equipment, supplies and facilities for <br />implementing the plan including: <br /> <br />a. community resources; <br />b. private resources; <br />c. assistance through mutual aid agree- <br />ments; and <br />d. state and! or federal assistance. <br /> <br />Planning Guidance <br />Responsibility Allocation Task <br /> <br />F3. Evaluate each aspect of plan imple- <br />mentation with respect to: <br /> <br />a. actions requiring detailed and spe- <br />cific assignments of responsibility; and <br />b. actions suitable for assignment on <br />an organizational basis. <br /> <br />F4. Assign responsibility for implementa- <br />tion of each aspect of the plan includ- <br />ing: <br /> <br />a. instructions as to how, when and by <br />whom implementation is to be assured; <br />b. requirements for any necessary sub- <br />plans or supplemental procedures; and <br />c. establishment of a chain of com- <br />mand to ensure plan implementation <br />will proceed in the event of absence <br />or incapacity of key personnel. <br /> <br />Planning Guidance <br />Coordination Task <br /> <br />F5. Establish procedures for coordination <br />of local governmental actions through <br />an emergency operations center, if <br />available, or other mechanisms, includ- <br />ing: <br /> <br />a. identification of responsibilities to <br />be assigned to the center; <br />b. operational procedures for staffing, <br />and operation of the center to carry <br />out the assigned responsibilities; and <br />c. procedures for activation and termi- <br />nation of the center. <br /> <br />F6. Establish necessary arrangements, in- <br />cluding mutual aid agreements, for use <br />of facilities, equipment and personnel, <br />and services necessary for implementa- <br />tion of the plan including: <br /> <br />a. location of river and rainfall gages, <br /> <br />participation of observers, and receipt <br />of information from upstream areas; <br />b. land rights for flood fighting and <br />other purposes; <br />c. use of reception centers, hospitals, <br />and areas for property storage; <br />d. use of vehicies for evacuation or <br />movement of property; <br />e. participation of volunteer organiza- <br />tions; and <br />f. provision of necessary supplies, ma- <br />terials, construction equipment and <br />other items. <br /> <br />e <br /> <br />F7. Establish procedures to coordinate the <br />local plan fully with state and other <br />local plans for emergency operations <br />including: <br /> <br />a. integration with regional or state- <br />wide flood warning systems and com- <br />munication networks, state flood dis- <br />aster pians and other local natural dis- <br />aster plans;' <br />b. coordination of evacuation plans <br />with those for flood control, particularly <br />where ciosure of floodgates in levees or <br />floodwalls may affect escape routes; <br />and <br />c. coordination with NWS with respect _ ...) <br />to use of all available information and ... <br />issuance of warnings. <br /> <br />FB. Establish procedures to guide and co- <br />ordinate more detailed site-specific <br />planning for warning dissemination, <br />evacuation and damage reduction in <br />public and private buildings including: <br /> <br />a. process for identifying iocations <br />where such pians are necessary; <br />b. minimum elements and appropriate <br />level of detail to be inciuded in plan- <br />ning; and <br />c. provision of technical assistance in <br />planning. <br /> <br />, Flood preparedness planning may result in a separate e <br />plan or a part of a more comprehensive plan. Care- <br />ful attention should be given to this refaUonship <br />including consultation with state disaster planning <br />organizations. <br /> <br />12 <br />
