<br />e <br /> <br />to those wishing to employ temporary <br />floodproofing measures or needing to <br />develop more detailed subplans for <br />warning dissemination, evacuation, <br />and damage reduction including: <br /> <br />a. identification of areas where the <br />depth and velocity of expected flooding <br />and opportunties for egress enable the <br />use of temporary floodproofing meas- <br />ures; <br />b. procedures for temporary flood- <br />proofing; <br />c. relation between forecast flood <br />heights and on-site depths; and <br />d. guidelines and criteria for warning <br />dissemination and evacuation plans for <br />hotels, motels, hospitals and! or other <br />facilities requiring more detailed ar- <br />rangements. <br /> <br />Planning Guidance <br />Emergency Information Task <br /> <br />e <br /> <br />E3. Identify the types of emergency infor- <br />mation to be conveyed to the public in <br />the period prior to, during and imme- <br />diately following a flood including: <br /> <br />a. early watches, warnings and evacua- <br />tion notices; worded appropriately to <br />obtain maximum public response; <br />b. information on actions to be taken, <br />location of safe areas and areas to be <br />avoided, location of reception centers, <br /> <br />and ways of obtaining emergency as- <br />sistance; <br />c. actions being taken or to be taken <br />to deal with the flood; <br />d. calls for labor, equipment or other <br />types of assistance needed for evacua- <br />tion damage reduction and! or recovery <br />activities; and <br />e' information concerning sources and <br />availability of recovery assistance. <br /> <br />E4. Identify the means and procedures to <br />be used in communicating each type of <br />information with respect to: <br /> <br />a. form and content of each type of <br />message; <br />b. handling of flood warnings and other <br />related messages; <br />c. source and verification of messages; <br />and <br />d. interfacing of communications <br />equipment. <br /> <br />E5. Prepare warning announcements for <br />use in various potential circumstances <br />and expected flood heights which: <br /> <br />a. provide specific information and In- <br />structions; <br />b. reference an authoritative and famil- <br />iar source; and <br />c. ensure an immediate adequate re- <br />sponse on the part of the public and <br />responsible officials to warning mes- <br />sages by considering the various fac- <br />tors governing warning confirmation <br />and warning belief.' <br /> <br />F.
