<br />. <br /> <br />The National Oceanic and Atmospheric Administration noted <br /> <br /> <br />that the potential ponds in the vicinity of Lowry Air Force Base <br /> <br /> <br />could contribute to the formation of local ground fog. Such <br /> <br /> <br />occurrences are considered unlikely to create significant <br /> <br /> <br />problems because the floodwaters would be stored in the ponds <br /> <br /> <br />only long enough to safely evacuate the pools. <br /> <br />The Missouri River Basin Commission suggested an expanded <br /> <br /> <br />discussion concerning flood plain regulation. The review report <br /> <br /> <br />has been revised to include more discussion of flood plain <br /> <br /> <br />regulation. <br /> <br />The Fish and Wildlife Service review was coordinated through <br /> <br /> <br />the Department of the Interior. The Service had nO comments. <br /> <br /> <br />The Department of the Interior recommended further consultation <br /> <br /> <br />with the State Archeologist. This consultation took place during <br /> <br /> <br />the review period. <br /> <br />. Statement of Findings <br /> <br />I have reviewed and evaluated, in light of the overall public <br /> <br /> <br />interest, the documents concerning the proposed action, as well <br /> <br /> <br />as the stated views of other interested agencies and the con- <br /> <br /> <br />cerned public, relative to the various practicable alternatives <br /> <br /> <br />to meet the plan objectives of providing for the safety of Kelly <br /> <br /> <br />Road Dam, reducing the existing flood hazard downstream from the <br /> <br />. <br /> <br />70 <br />
