<br />. <br /> <br />dam, reducing the potential for increased future damages, <br /> <br /> <br />mitigating the impacts of residual flood hazards, and alleviating <br /> <br /> <br />the drainage problems in the upstream part of the basin. <br /> <br />The possible consequences of these alternatives have been <br /> <br /> <br />studied for environmental, social well-being, and economic <br /> <br /> <br />effects, including regional and national economic development and <br /> <br /> <br />engineering feasibility. The primary factor bearing on my review <br /> <br /> <br />is the extreme flood hazard which exists in the heavily populated <br /> <br /> <br />area downstream from Kelly Road Dam. <br /> <br />I find that the action proposed, as developed in the Conclu- <br /> <br /> <br />sions and Recommendations, is based on thorough analysis and <br /> <br /> <br />evaluation of various practicable alternative courses of action <br /> <br /> <br />for achieving the stated objectives; that wherever adverse <br /> <br /> <br />effects are found to be involved, they cannot be avoided by <br /> <br /> <br />following reasonable alternative courses of action which would <br /> <br /> <br />achieve the Congressionally specified purposes; that where the <br /> <br /> <br />proposed action has an adverse effect, this effect is either <br /> <br /> <br />ameliorated or substantially outweighed by other considerations <br /> <br /> <br />of national policy; that the recommended action is consonant with <br /> <br /> <br />national policy, statutes, and administrative directives; and <br /> <br /> <br />that on balance the total public interest should best be served <br /> <br /> <br />by the implementation of the recommendations. <br /> <br />In accordance with Executive Order ll988, I find that there <br /> <br /> <br />is no practicable alternative to this construction and that <br /> <br /> <br />future development in the flood plain will not be induc~d by <br /> <br /> <br />construction of the project. With reference to Executive Order <br /> <br /> <br />ll990, there are no wetlands within the project area. In accord- <br /> <br />ance with the requirements of Section 404 of the Clean Water <br /> <br />71 <br /> <br />. <br />
