The Corps' construction contracts include a <br /> <br /> <br />clause to interrupt work if such resources are encountered. The <br /> <br /> <br />Colorado Department of Local Affairs and the Colorado Geological <br /> <br /> <br />Survey indicated no objections to the plan, and the Colorado <br /> <br /> <br />Division of Disaster Emergency Services indicated that the plan <br /> <br /> <br />should be implemented. The Colorado Division of Water Resources <br /> <br /> <br />posed no objection to the plan provided the potential project <br /> <br /> <br />would be operated in accordance with all applicable State water <br /> <br /> <br />statutes. When the potential project is authorized and final <br /> <br /> <br />plans prepared, the Corps will submit the plans to the State for <br /> <br /> <br />review. It is expected that the Urban Drainage and Flood Control <br /> <br /> <br />District will do the same for improvements to be completed by <br /> <br /> <br />local interests. <br /> <br />The Air Force agrees with the concept of additional flood <br /> <br /> <br />control storage on Lowry Air Force Base but would like to keep as <br /> <br /> <br />much of the land as possible for potential future use. The Air <br /> <br /> <br />Force, therefore, has requested that the size of the pool of the <br /> <br /> <br />potential Upper Lowry Dam be kept to the minimum size necessary <br /> <br /> <br />to provide an adequate level of flood control storage. A larger <br /> <br /> <br />outlet capacity for the dam and other possible measures to reduce <br /> <br /> <br />the impact on the base can be considered during the advanced <br /> <br /> <br />engineering and design stage of planning which would follow <br /> <br /> <br />authorization of the potential plan. <br /> <br />The National Park Service, the Department of Housing and <br /> <br /> <br />Urban Development, the Environmental Protection Agency, and the <br /> <br /> <br />Denver Regional Council of Governments indicated no objection to <br /> <br /> <br />the potential plan. <br /> <br />69 <br /> <br />. <br />
