<br />. <br /> <br />Review of the Report <br /> <br />As a part of the coordination activities for the Westerly <br /> <br /> <br />Creek studies, copies of a draft of this report, accompanied by a <br /> <br /> <br />Draft Environmental Impact Statement (DEIS), were circulated for <br /> <br /> <br />review and comment. Copies of all comments received and <br /> <br /> <br />responses to these comments are included in chapter 4 of the <br /> <br /> <br />Technical Appendix. The following paragraphs summarize the <br /> <br />comments. <br /> <br />The Urban Drainage and Flood Control District, the city of <br /> <br /> <br />Aurora, and the city and county of Denver all support the <br /> <br /> <br />selected plan but would prefer a lower financial participation by <br /> <br /> <br />local ir.terests. They feel it inappropriate to apply the <br /> <br /> <br />President's proposed cost-sharing policies until Congress has <br /> <br /> <br />acted upon the proposal. Corps of Engineers interim guidance on <br /> <br /> <br />the implementation of the president's proposal requires that the <br /> <br /> <br />President's proposed cost-sharing policies be incorporated into <br /> <br /> <br />reporting officers' recommendations for Federal participation. <br /> <br />Similarly, the State of Colorado supports the plan but does <br /> <br /> <br />not favor the President's proposed cost-sharing policies. The <br /> <br /> <br />Colorado Division of Wildlife suggests vegetative plantings in <br /> <br /> <br />connection with the improvements on Lowry Air Force Base. <br /> <br /> <br />Although it is the Corps' position that mitigation is not <br /> <br /> <br />required because the loss of habitat would not be significant, <br /> <br /> <br />further consideration can be given to vegetative planting during <br /> <br />the advanced engineering and design stage. This would also have <br /> <br />to be ~oordinated with the Air Force. The Colorado Historical <br /> <br /> <br />Society anticipates no impacts to archeological resources or <br /> <br />. <br /> <br />68 <br />
