.

percent interest for 50 years is presently estimated at $54,000.

The amount of this contribution would be determined at the time

the construction contract is completed.

Non-Federal responsibilities also include the design,

construction, operation, and maintenance of the potential 10-year

channel and drainage improvements in and downstream from Kelly

Road Dam. The presently estimated first cost of these improve-

ments is $6,665,000. In conjunction with the downstream drainage

improvements, non-Federal responsibilities also include the

design, construction, operation, and maintenance of the storm

drain from 6th Avenue through Lowry Air Force Base into Kelly

Road Dam as proposed by the city of Aurora. Local interests must

also provide a storm sewer inlet along llth Avenue, west of Kelly

Road Dam, to collect the drainage from the northwest corner of

the base which currently enters Westerly Creek downstream from

Kelly Road Dam.

Flood plain regulations and an emergency flood warning and

evacuation plan for the area downstream from Kelly Road Dam are

also non-Federal responsibilities.

A summary of cost apportionment under existing policy for
cost-sharing is shown in table 18.

.

62
