<br />. <br /> <br />The Air Force would provide the necessary construction ease- <br /> <br /> <br />ment through Lowry Air Force Base into Kelly Road Dam for the 6th <br /> <br /> <br />Avenue storm sewer which is to be constructed by the city of <br /> <br />Aurora. <br /> <br />NON-FEDERAL RESPONSIBILITIES <br /> <br />The design, construction, operation, and maintenance of the <br /> <br /> <br />potential improvement to Pond A-B and its outlet pipe, the poten- <br /> <br /> <br />tial new detention pond at Dayton Street near Windsor Lake, and <br /> <br /> <br />the potential general drainage improvements in the upper basin <br /> <br /> <br />which are upstream from Lowry Air Force Base are non-Federal <br /> <br /> <br />responsibilities. The total first cost of these improvements is <br /> <br /> <br />presently estimated at $3,320,000. The final decision on whether <br /> <br /> <br />or not these improvements will be constructed rests with local <br /> <br /> <br />interests; they would also be responsible for any claims for <br /> <br /> <br />damages which may result from the construction and subsequent <br /> <br /> <br />maintenance of these improvements. <br /> <br />A cash contribution' for the construction of the two drainage <br /> <br /> <br />channel improvements on Lowry Air Force Base into the Upper Lowry <br /> <br />pool is also a non-Federal responsibility. The amount of this <br /> <br /> <br />contribution would be the final construction cost determined at <br /> <br /> <br />completion of the construction contract. The total first cost of <br /> <br /> <br />this construction is presently estimated at $529,000. <br /> <br />, <br />1 <br /> <br />A lump sum cash contribution for the estimated annual costs <br /> <br /> <br />for operation and maintenance of the two drainage channel improve- <br /> <br /> <br />ments on Lowry Air Force Base must also be provided by local <br /> <br /> <br />interests. The presently estimated annual cost of this operation <br /> <br /> <br />and maintenance is $4,000. The lump sum contribution at 7.125 <br /> <br />6l <br /> <br />. <br />
