The Air Force would provide the necessary construction ease-

ment through Lowry Air Force Base into Kelly Road Dam for the 6th

Avenue storm sewer which is to be constructed by the city of

Aurora.

NON-FEDERAL RESPONSIBILITIES

The design, construction, operation, and maintenance of the

potential improvement to Pond A-B and its outlet pipe, the poten-

tial new detention pond at Dayton Street near Windsor Lake, and

the potential general drainage improvements in the upper basin

which are upstream from Lowry Air Force Base are non-Federal

responsibilities. The total first cost of these improvements is

presently estimated at $3,320,000. The final decision on whether

or not these improvements will be constructed rests with local

interests; they would also be responsible for any claims for

damages which may result from the construction and subsequent

maintenance of these improvements.

A cash contribution' for the construction of the two drainage

channel improvements on Lowry Air Force Base into the Upper Lowry

pool is also a non-Federal responsibility. The amount of this

contribution would be the final construction cost determined at

completion of the construction contract. The total first cost of

this construction is presently estimated at $529,000.

A lump sum cash contribution for the estimated annual costs

for operation and maintenance of the two drainage channel improve-

ments on Lowry Air Force Base must also be provided by local

interests. The presently estimated annual cost of this operation

and maintenance is $4,000. The lump sum contribution at 7.125
