<br />. <br /> <br />A use permit from the Air Force for the use of Air Force <br /> <br /> <br />lands would be required for the construction, operation, and <br /> <br /> <br />maintenance of all the flood control facilities on the base, <br /> <br /> <br />including the two dams and the two drainage channels. The <br /> <br /> <br />design, construction, operation, and maintenance of the flood <br /> <br /> <br />control facilities to be constructed on Lowry Air Force Base <br /> <br /> <br />would be done by the Corps of Engineers. <br /> <br />fEDERAL RESPONSIBILITIES <br /> <br />Federal responsibilities include the design and construction <br /> <br /> <br />of the potential Upper Lowry Dam, design and construction of the <br /> <br /> <br />potential improvements at Kelly Road Dam, design and construction <br /> <br /> <br />of the two drainage channel improvements on Lowry Air Force Base, <br /> <br /> <br />and design and construction of the necessary relocation of utili- <br /> <br /> <br />ties and other facilities on Lowry Air Force Base. The total <br /> <br /> <br />first cost is presently estimated at $6,735,000. This is the net <br /> <br /> <br />amount after deducting $529,000, which is the cash contribution <br /> <br /> <br />from non-Federal interests for the design and construction of the <br /> <br /> <br />two drainage channel improvements on Lowry Air Force Base and <br /> <br /> <br />after deducting $1,060,000 for the emergency measures on Kelly <br /> <br /> <br />Road Dam that have already been completed. <br /> <br />. <br /> <br />Federal responsibilities also include operation and mainte- <br /> <br /> <br />nance of the above potential improvements on Lowry Air Force Base <br /> <br /> <br />at the presently estimated annual cost of $38,000. This includes <br /> <br /> <br />$4,000 annually which would be provided through a lump sum cash <br /> <br /> <br />contribution from local interests for operation and maintenance <br /> <br /> <br />of the two drainage channel improvements into Upper Lowry Dam. <br /> <br />Of the $38,000, $2l,OOO is the estimated additional maintenance <br /> <br /> <br />cost for the base golf course that would result from periodic <br /> <br /> <br />inundation due to the storage of floodwaters in Upper Lowry Dam. <br /> <br />60 <br />
