<br />. <br /> <br />in the cities of Aurora and Denver and Arapahoe County upstream <br /> <br /> <br />from Lowry Air Force Base would benefit from additional storage <br /> <br /> <br />on Lowry Air Force Base in that it would provide the needed <br /> <br /> <br />storage for the safe release of runoff from the area upstream <br /> <br /> <br />from the Highline Canal. Because the beneficiaries are so wide- <br /> <br /> <br />spread and are not readily identifiable as to the division of <br /> <br /> <br />benefits, it is concluded that the additional storage on Lowry <br /> <br /> <br />Air Force Base at Kelly Road Dam and at the potential Upper Lowry <br /> <br /> <br />Dam should be a Federal responsibility including the lands, <br /> <br /> <br />design, construction, operation, and maintenance. The existing <br /> <br /> <br />assurances of local cooperation by the city of Aurora would be <br /> <br /> <br />superseded through authorization in accordance with the <br /> <br /> <br />Recommendations section of this report. <br /> <br />The proposed improvements in the upper basin are primarily <br /> <br /> <br />concerned with resolving drainage problems and are, therefore, a <br /> <br /> <br />local responsibility. Similarly, the proposed downstream channel <br /> <br /> <br />improvements are wi thin the magnitude of storm sewer improvements <br /> <br /> <br />and are, therefore, a local responsibility. The two drainage <br /> <br /> <br />channel improvements into Upper Lowry Dam are to convey drainage <br /> <br /> <br />from the upper basin across Air Force lands and are, therefore, a <br /> <br /> <br />local responsibility. Because of their location on Air Force <br /> <br /> <br />lands and their relationship with Upper Lowry Dam, it would be <br /> <br /> <br />advantageous to combine their construction with the dam construc- <br /> <br /> <br />tion. Similarly, since the channels are for the most part within <br /> <br /> <br />the maximum pool area of the dam which is to be federally main- <br /> <br /> <br />tained, it would be advantageous if operation and maintenance of <br /> <br /> <br />the channels would be combined with the operation and maintenance <br /> <br /> <br />of the dam. <br /> <br />i <br /> <br />. <br /> <br />59 <br />
