<br />. <br /> <br />Division of Plan Responsibilities <br /> <br />This section describes the division between Federal and <br /> <br /> <br />non-Federal responsibilities for implementation of the selected <br /> <br /> <br />plan and presents a cost apportionment for the various elements <br /> <br />of the selected plan. Legislation and administration policies <br /> <br /> <br />have established the basis for Federal and non-Federal responsi- <br /> <br /> <br />bilities in the construction, cost-sharing, and operation and <br /> <br /> <br />maintenance of flood control projects involving Federal participa- <br /> <br /> <br />tion. The components of the selected plan in this report involving <br /> <br /> <br />Federal participation are somewhat unique in that the Federal <br /> <br /> <br />construction would take place on lands which are federally owned, <br /> <br /> <br />namely Lowry Air Force Base. <br /> <br />When Kelly Road Dam was constructed, the primary beneficiary <br /> <br /> <br />was the city of Aurora; the city provided the required local <br /> <br /> <br />cooperation except that the Air Force provided permission to use <br /> <br /> <br />Air Force lands for construction of the dam. The Federal Govern- <br /> <br /> <br />ment also benefited because the Air Force was relieved of the <br /> <br /> <br />responsibility for increased flows in the downstream reach which <br /> <br /> <br />resulted from the construction of Lowry Air Force Base. Since <br /> <br /> <br />that time development within the city of Denver has taken place <br /> <br /> <br />in the downstream area and residents of that community also share <br /> <br />in the benefits. With the implementation of the selected plan <br /> <br /> <br />and the additional upstream storage, additional flood control <br /> <br /> <br />benefits would accrue for the three communities of Aurora, <br /> <br /> <br />Denver, and Lowry Air Force Base. The additional benefits to the <br /> <br /> <br />Air Force, however, would be more than offset by the loss of use <br /> <br /> <br />of Air Force lands required for the construction of additional <br /> <br /> <br />storage on the base.
