<br />. <br /> <br />Plan Evaluation <br /> <br />The components of the selected plan have been combined into <br /> <br /> <br />four groups: flood storage facilities on Lowry Air Force Base; <br /> <br /> <br />channel improvements downstream from Kelly Road Dam; drainage <br /> <br /> <br />improvements upstream from Lowry Air Force Base; and flood plain <br /> <br /> <br />management including an emergency evacuation plan and flood <br /> <br /> <br />insurance downstream from Kelly Road Dam. The flood storage <br /> <br /> <br />facilities on Lowry Air Force Base would be Federal responsi- <br /> <br /> <br />bilities, and the upstream and downstream improvements and flood <br /> <br /> <br />plain management would be local responSibilities. Only the flood <br /> <br /> <br />storage and the downstream components were evaluated. Drainage <br /> <br /> <br />improvements upstream were not evaluated because they would not <br /> <br /> <br />obviate the need for flood control improvements on Lowry Air <br /> <br /> <br />Force Base or the downstream channel improvements. They are not <br /> <br /> <br />a prerequisite for the Federal action. The benefits for the <br /> <br /> <br />drainage improvements were, however, assumed to be equal to the <br /> <br /> <br />costs, <br /> <br />CONTRIBUTION TO PLAN OBJECTIVES <br /> <br />The contribution of each group of plan components to the plan <br /> <br /> <br />objectives is presented in table 6. The flood storage component <br /> <br /> <br />would assure the safety of Kelly Road Dam, reduce the flood <br /> <br /> <br />hazard in the downstream area, and provide for the storage of <br /> <br /> <br />runoff from the upstream area. The channel improvements and <br /> <br /> <br />flood plain regulations would reduce the flood hazard downstream. <br /> <br /> <br />Although emergency evacuation would not significantly reduce the <br /> <br /> <br />flood damages, it would reduce the loss of life potential which <br /> <br />. <br /> <br />36 <br />
