These components are drainage improvements

upstream from Lowry Air Force Base and flood insurance downstream

from Kelly Road Dam. These components are discussed in the

following paragraphs. Although the upstream drainage improve-

ments are not required for Federal action, improvements to Pond

A-B to increase its storage and the new 19-acre pond at Dayton

Street near Windsor Lake would be required prior to diversion of

upstream drainage into Lowry Air Force Base.

I
I
,
,I

Drainage Improvements Upstream from Lowry Air Force Base.

The drainage improvements upstream from Lowry Air Force Base

would consist of the construction of a new 19-acre detention pond

at Dayton Street near Windsor Lake, improvement to Pond A-B to

increase its storage capacity, construction of an improved outlet

pipe from Pond A-B; and the addition of storm drains at several

locations throughout the area to allow drainage through the

Highline Canal and into the potential Upper Lowry Dam.

.~

Flood Insurance Downstream from Kelly Road Dam. Flood

insurance would be the most effective means of mitigating the

effects of residual flooding downstream from Kelly Road Dam. It

would logically be a part of an overall plan for the downstream

area.

.

35
