The additional level of protection, <br /> <br /> <br />with a substantially reduced potential for loss of life or <br /> <br /> <br />catastrophic levels of property damage, is considered to more <br /> <br />than offset the small difference in net benefits and the plan for <br /> <br /> <br />storage of the standard project flood was therefore selected. <br /> <br />. <br /> <br />The Selected Plan. Extensive analysis was conducted during <br /> <br /> <br />plan formulation to maximize the net benefits of the flood <br /> <br /> <br />storage component. Several different levels of storage were <br /> <br /> <br />analyzed. These ranged from a lower level, consisting of <br /> <br /> <br />modification of Kelly Road Dam to safely store the 25-year flood, <br /> <br /> <br />to an upper level consisting of construction of Upper Lowry Dam <br /> <br /> <br />to store the probable maximum flood combined with modification of <br /> <br /> <br />Kelly Road Dam to store the standard project flood. All of these <br /> <br /> <br />different levels of storage would assure the safety of Kelly Road <br /> <br /> <br />Dam and would reduce the flood hazards downstream. <br /> <br />A level of storage less than the standard project flood would <br /> <br /> <br />not provide an acceptable level of protection to the highly <br /> <br /> <br />developed downstream area. Although net benefits would maximize <br /> <br /> <br />for the plan providing for storage of the 50-year flood at Kelly <br /> <br /> <br />Road Dam, the net benefits for the plan with storage for the <br /> <br /> <br />standard project flood are only slightly lower. Modification of <br /> <br /> <br />Kelly Road Dam and construction of Upper Lowry Dam to provide <br /> <br /> <br />storage for the standard project flood is, therefore, the primary <br /> <br /> <br />component of the selected plan. For the area downstream from <br /> <br /> <br />Kelly Road Dam, channel improvements that would provide capacity <br /> <br /> <br />for the lO-year flood combined with adoption and enforcement of <br /> <br /> <br />effective flood plain regulations, emergency evacuation, and <br /> <br /> <br />flood insurance are the components of the selected plan. <br /> <br />27 <br /> <br />. <br />
