<br />. <br /> <br />The EQ Plan. Permanent relocation is a nonstructural <br /> <br /> <br />alternative that would enhance Environmental Quality (EQ) by <br /> <br /> <br />providing open space that could be developed as a greenbelt or a <br /> <br /> <br />park. Because relocation would enhance EQ, and because the <br /> <br />structural plan of additional flood control storage on Lowry Air <br /> <br /> <br />Force Base and downstream channel improvements would have a <br /> <br /> <br />slight adverse effect, permanent relocation is considered the EQ <br /> <br /> <br />plan. As stated earlier, the value of the structures in the <br /> <br /> <br />100-year flood plain downstream from Kelly'Road Dam is $2S.8 <br /> <br /> <br />million and the value of the structures in the flood plain of the <br /> <br /> <br />standard project flood is $28.9 million. This would be only part <br /> <br /> <br />of the cost of relocation; costs for removal of the structures <br /> <br /> <br />would also have to be included. The costs for providing storage <br /> <br /> <br />on Lowry Air Force Base for the standard project flood and the <br /> <br /> <br />costs for downstream channel improvements for the la-year flood <br /> <br /> <br />are estimated at $l7.9 million. Because the costs for permanent <br /> <br /> <br />relocation greatly exceed the costs of the structural measures, <br /> <br /> <br />and because of the severe adverse social impacts associated with <br /> <br /> <br />such a massive relocation, permanent relocation was not <br /> <br />considered further. <br /> <br />The NED Plan. The plan that would maximize National Economic <br /> <br /> <br />Development benefits, the NED plan, is the plan for providing <br /> <br /> <br />storage for the SO-year flood at Kelly Road Dam by modification <br /> <br /> <br />of the existing dam. The net benefits for this plan, however, <br /> <br />are only slightly higher than those for the plan that includes an <br /> <br /> <br />additional dam on Lowry Air Force Base (Upper Lowry Dam). The <br /> <br /> <br />plan with Upper Lowry Dam would provide storage at both dams for <br /> <br /> <br />the standard project flood. The average annual net benefits <br /> <br /> <br />would be $826,000 for the 50-year plan and $809,000 for the <br /> <br />. <br /> <br />26 <br /> <br />L <br />
