<br />The enforcing of effective flood plain regulations, such as <br /> <br /> <br />zoning to preclude future development downstream from Kelly Road <br /> <br /> <br />Dam, would help prevent future obstruction or encroachment on the <br /> <br /> <br />channel but would not prevent potential damages to existing <br /> <br />development. Since there would be a considerable residual flood <br /> <br /> <br />hazard downstream from Kelly Road Dam, even with additional stor- <br /> <br /> <br />age upstream, effective flood plain regulations are considered <br /> <br /> <br />necessary along with downstream channel improvements in order to <br /> <br /> <br />control future development in the residual lOa-year flood plain. <br /> <br />. <br /> <br />FLOOD INSURANCE <br /> <br /> <br />Flood insurance distributes the financial losses of flooding <br /> <br /> <br />over time and among a greater number of people. Flood insurance <br /> <br /> <br />does not reduce flood damages. When made a part of an overall <br /> <br /> <br />program for flood control, however, it plays a very important <br /> <br />role by helping to mitigate the effects of residual flooding. <br /> <br />SELECTING A PLAN <br /> <br /> <br />Without Conditions (No Action). The effects of the no action <br /> <br /> <br />alternative would be mainly economic and social in nature. Flood- <br /> <br /> <br />ing would continue to threaten the area downstrewam from Kelly <br /> <br /> <br />Road Dam. Although the emergency measures completed in 1979 have <br /> <br /> <br />reduced the risk of failure of the dam, these measures did not <br /> <br /> <br />significantly increase the level of storage. The downstream <br /> <br /> <br />area, therefore, is still subject to flooding which could be of <br /> <br /> <br />catastrophic magnitude from major floods. Since the Westerly <br /> <br /> <br />Creek basin is almost completely urbanized, the no action <br /> <br /> <br />alternative would not have any significant effects on the natural <br /> <br /> <br />environment. The no action alternative would do nothing to meet <br /> <br /> <br />any of the planning objectives. <br /> <br />25 <br /> <br />. <br />
