<br />. <br /> <br />from Kelly Road Dam would lower the protection level of the <br /> <br />dptent to" structure to " lO-l""or frequency by 1985. <br /> <br />In December of 1971, the Omaha District completed the report <br /> <br /> <br />"Reconnaissance Investigation, Westerly Creek, Colorado." The <br /> <br /> <br />report found that potential improvements consisting of detention <br /> <br /> <br />storage upstream from the Highline Canal and channel improvement <br /> <br /> <br />from Kelly Road Dam to the confluence of Westerly Creek with Sand <br /> <br /> <br />Creek would be feasible and would relieve existing and potential <br /> <br /> <br />future flood problems in the basin. <br /> <br />In June of 1973, the Omaha District completed the report <br /> <br /> <br />"Analysis Concerning Impact of Storm Sewer Proposals by the City <br /> <br /> <br />of Aurora on Drainage Within Boundaries of Lowry Air Force Base." <br /> <br /> <br />Aurora had made two proposals for storm sewer construction that <br /> <br /> <br />would affect the drainage conditions on Lowry Air Force Base. <br /> <br /> <br />Both proposals would have reduced the effectiveness of Kelly Road <br /> <br /> <br />Dam. The Omaha District recommended that local interests use a <br /> <br /> <br />comprehensive basinwide approach in future studies of drainage <br /> <br /> <br />and flood problems. <br /> <br />In January 1976, a report entitled "Report on Drainage Master <br /> <br /> <br />Plan fer Westerly Creek" was prepared by Camp Dresser and McKee <br /> <br /> <br />Inc. for the Urban Drainage and Flood Control District. The Air <br /> <br /> <br />Force and the Corps of Engineers also participated in the devel- <br /> <br /> <br />opment of this report. The report concluded that Kelly Road <br /> <br /> <br />Dam is inadequate to serve the entire upstream watershed. A <br /> <br /> <br />master plan including a combination of detention pond storage and <br /> <br /> <br />drainage improvements in the upper basin, additional flood <br /> <br />control storage on Lowry Air Force Base, and channel and drainage <br /> <br /> <br />improvements downstream from Kelly Road Dam was recommended. <br /> <br />. <br /> <br />5 <br />
