<br />. <br /> <br />In September 1976, a report entitled "Flooding in the Westerly <br /> <br /> <br />Creek Basin on August I, 1976" ....s prepared hy Leonard Rice <br /> <br />Consulting Water Engineers, Inc. for the Urban Drainage and flood <br /> <br />Control District. The report indicated that the heaviest rain- <br /> <br /> <br />fall was in the lower part of the basin downstream from Kelly <br /> <br />Road Dam, that the rainfall in this area varied considerably from <br /> <br /> <br />near the la-year to near the lOO-year recurrence interval range, <br /> <br /> <br />that floodwaters from Lowry Air Force Base crossed 11th Avenue on <br /> <br /> <br />both the east and the west sides of Kelly Road Dam, and that <br /> <br /> <br />serious street flooding occurred in the downstream area and <br /> <br /> <br />several basements were flooded. The report did not, however, <br /> <br />discuss the effectiveness of Kelly Road Dam in reducing down- <br /> <br /> <br />stream flow and it did not speculate on what might have resulted <br /> <br />had the heavier rainfall occurred farther upstream in the basin. <br /> <br />In January 1977, a report entitled "Flood Hazard Area Delinea- <br /> <br /> <br />tion Wes terly Creek" was prepared by Camp Dresser and McKee Inc. <br /> <br /> <br />for the Urban Drainage and Flood Control District. The report <br /> <br /> <br />delineated the lOa-year flood plain on Westerly Creek from Kelly <br /> <br /> <br />Road Dam to the mouth of Westerly Creek and it outlined floodway <br /> <br /> <br />data for a designated floodway. <br /> <br />In February of 1977, a report entitled "Major Drainageway <br /> <br /> <br />Planning-Westerly Creek" was prepared by Camp Dresser and McKee <br /> <br />Inc. for the Urban Drainage and Flood Control District. The Air <br /> <br /> <br />Force and the Corps of Engineers also participated in the develop- <br /> <br /> <br />ment of this report. This report, a followup of the January 1976 <br /> <br /> <br />report, presented a basinwide approach to resolve the identified <br /> <br /> <br />problems in the basin and included designs and cost estimates for <br /> <br /> <br />potential improvements. The report dealt with flood control <br /> <br /> <br />problems downstream from Lowry Air Force Base, the inadequacy of <br /> <br /> <br />Kelly Road Dam, and the drainage problems upstream from Lowry Air <br /> <br /> <br />Force Base. <br /> <br />. <br /> <br />6 <br />
