<br />. <br /> <br />In response to a resolution adopted on 4 March 1947 by the <br /> <br /> <br />Committee on Public Works of the United States Senate, the then <br /> <br /> <br />existing Denver District, Corps of Engineers, made a preliminary <br /> <br /> <br />examination of the flood problems in Aurora. The report on the <br /> <br /> <br />investigation, dated 15 April 1949, recommended that a survey <br /> <br /> <br />scope study be made. <br /> <br />A Survey Report on Flood Control for the city of Aurora, <br /> <br /> <br />Colorado, dated January 1952, recognized a flood problem along <br /> <br /> <br />Westerly Creek between Lowry Air Force Base and Sand Creek. The <br /> <br /> <br />report recommended the construction of a detention dam on Lowry <br /> <br /> <br />Air Force Base. Kelly Road Dam, at the downstream end of Lowry <br /> <br /> <br />Air Force Base, was approved for construction by the Office of <br /> <br /> <br />the Chief of Engineers under authority of Section 205 of the 1948 <br /> <br /> <br />Flood Control Act, as amended. The dam was constructed on <br /> <br /> <br />Federal land (Lowry Air Force Base) with approval of the Air <br /> <br /> <br />Force. Total cost of this project was $227,000. Of this total, <br /> <br /> <br />Federal costs were $150,000 and non-Federal costs were $77,000, <br /> <br /> <br />which included downstream channel improvements. The project was <br /> <br /> <br />completed in November 1953 and transferred to the local sponsor, <br /> <br /> <br />the city of Aurora, for operation and maintenance in February <br /> <br />1954. <br /> <br />In response to the 4th Indorsement of a letter from the <br /> <br /> <br />Office of the Chief of Engineers to the Division Engineer, <br /> <br /> <br />Missouri River, dated 8 January 1968, subject, Summary Report on <br /> <br /> <br />Review of Design Features of Existing Dams, the Omaha District <br /> <br /> <br />completed a report entitled "Adequacy Report, Kelly Road Deten- <br /> <br /> <br />tion Dam." The report concluded that urban development upstream <br /> <br />4 <br /> <br />. <br />
