<br />. <br /> <br />. <br /> <br />. <br /> <br />Colorado Project No. NH 0504-042 <br />SH 50 at Rocky Ford <br />Construction Subaccount No. 13561 <br /> <br />7/2/01 <br /> <br />TRAFFIC CONTROL PLAN - GENERAL <br /> <br />Any major revision to the Traffic Control Plan (TCP) for each construction contract, as -determined by the Engineer, <br />must be authorized by the Engineer. The general elements of the Contractors Method of Handling Traffic (MH1) <br />for this project are outlined in Section 630. The Contractor will furnish, with his Method of Handling Traffic, <br />precise references to other documents such as the MUTCD, Standard Plans, etc. for any devices incorporated into <br />the MHT which are not included in the Traffic Control Plans provided in this contract. <br /> <br />The suggested plan for phasing the construction is included in the plans. If the Contractor proposes to use a <br />different phasing plan, a written proposal shall be submitted by the Contractor and approved by the Engineer before <br />work commences. This proposal shall include detailed drawings of any phasing changes, detour changes including <br />horizontal and vertical curve alignment, and traffic control changes. This proposal shall also include a summary of <br />quantities for all affected items. <br /> <br />The minimum components of the TCP for this project are included in the following: <br /> <br />I) Manual on Uniform Traffic Control Devices (MUTCD) <br />2) Subsection 104.04 and Section 630 of the specifications <br />3) Schedule of Construction Traffic Control Devices include for this project <br />4) Traffic Control Plans included for this project <br />5) Standard Plan S-630-1, Traffic Controls For Highway Construction, Cases X, XI, xvn, XVIII, <br />XIX and XX <br />6) Standard Plan S-630-2, Barricades, Drums, Concrete Barriers (Temp) & Vertical Panels <br /> <br />Special Traffic Control Plan requirements for this project are as follows: <br /> <br />This project includes restrictions to work times and days that affect traffic dnring peak traffic times and <br />days, holidays, holiday eves, holiday weekends, special events, and other circumstances as described later in <br />this special provision. Wherever other laws, ordinances, regulations, or orders are more restrictive, they <br />shall take precedence over these requirements. <br /> <br />All lane closures are subject to the approval of the Engineer. Request for each lane closure shall be made at least 24 <br />hours in advance of the time the lane closure is to be implemented. Lane closures will not be allowed to remain <br />unless being utilized continuously for the purpose for which they were set up. <br /> <br />Pursuant to Subsections 105.05, 105.06 and 105.07, the Contractor shall coordinate and cooperate fully with agents <br />of the Department and utility owners, and that he shall also coordinate and cooperate fully with agents of other <br />entities to assure adequate and proper traffic control is provided_ <br /> <br />The Contractor shall coordinate and cooperate fully with others providing traffic control for other operations to <br />assure that work or traffic control devices do not interfere with the free flow of traffic at all times. <br /> <br />Work performed and material placed that interferes with traffic during the times and in the locations that the <br />roadway is specified to remain open will not be paid for unless the work is directed by the Engineer to be done <br />during those times. <br /> <br />The Contractor shall coordinate all traffic control operations with any local special events scheduled, and shall not <br />schedule operations which interfere with traffic during these events. <br /> <br />18 <br />
