Box 511 <br />La Junta, Colorado 81050-0511 <br /> <br />RE: Flood Mitigation Project <br /> <br />Dear Mr. Schulz: <br /> <br />I would like to confirm our conversation on April 26, 2000 regarding CDOT's participation in a <br />FEMA sponsored flood mitigation project in Otero County along various state highways. I welcome <br />the opportunity to partner with the county in its efforts to reduce flooding potential to homes and <br />businesses in the communities of Rocky Ford and Manzanola. <br /> <br />I understand the grant application requires a 25% non-federal aid match of the total cost. The <br />estimated cost of the project is $264,000 for three sites. CDOT will provide $66,000 in state funds to <br />fulfill the match requirements, with the balance of $198,000 being the grant. These funds are <br />programmed in our maintenance budget and are immediately available. <br /> <br />As we discussed, as part of this funding agreement, CDOT wants to clarify long-term infrastructure <br />maintenance responsibilities. Once the drainage facilities are upgraded as part of this projecl, each <br />agency (CDOT and Otero County) will maintain the culverts and ditches within its jurisdictional <br />responsibility or right of way. We are open to discussions about helping maintain ditches or culverts <br />crossing other property not owned by either entity. Hopefully, we can get assistance from local <br />property owners, but CDOT's participation for maintenance of off-site drainage facilities will not <br />exceed 50 per cent. These issues can be formalized during the development of this project. <br /> <br />CDOT has hired URS Consultants to study four-laning alternatives for State Highway 50 between <br />Pueblo and La Junta. I believe it would be mutually beneficial for CDOT to negotiale design services <br />with this firm since whatever work they perform will provide valuable insighl to the overall study. If <br />it is agreeable with Otero County we will request the consultant to provide us a scope of services and <br />fee for developing a construction bid package for this drainage project. The consultant's NOlice 10 <br />Proceed would be subject to an approved grant application. <br />
