<br />WHEREAS, said report with included maps represents the third revision of the original <br />Flood Insurance Study for the City of Aurora and incorporates a Letter of Map Revision (LOMR) <br />dated April 16, 1996 for Westerly Creek; and <br /> <br />e <br /> <br />WHEREAS, the revised floodplain information for Westerly Creek presented in said <br />LOMR is based on detailed hydrologic and hydraulic analyses performed by Merrick and Company <br />that reflects the effects of the Westerly Creek Dam and channel improvements, and the affected <br />reach of Westerly Creek begins from just upstream of the Kelly Road Dam and ends at Havana <br />Street, which is the area formerly known as Lowry Air Force Base; and <br /> <br />FLOODPLAIN CONSISTENCY <br />WHEREAS, the previous floodplain information for said reach of Westerly Creek was <br />studied by detailed methods and was designated lIS a numbered A Zone on all previous versions of <br />the Aurora Flood Insurance Study (Table I, Reference Nos. I through 4); and <br /> <br />WHEREAS, the floodplain information presented on the effective Flood Insurance Rate <br />Map for the City and County of Denver, for the reach of Westerly Creek located east of Havana <br />Street and south of Lowry Air Force Base (south of Alameda Avenue), was studied by approximate <br />methods and shown as an approximate Zone A floodplain; and <br /> <br />WHEREAS, the detailed floodplain delineations contained in said report with included map _ <br />for Westerly Creek supersede the floodplain delineations contained on previous versions of the ., <br />Aurora Flood Insurance Study (Table 1, Ref. Nos. I through 4) due to technical revisions as <br />published in said report dated September 7, 1998; and <br /> <br />WHEREAS, the remainder of the floodplain information contained in said report dated <br />September 7,1998 was not revised by FEMA and should be consistent with the most current data <br />contained in previous versions of the Aurora Flood Insurance Study as listed in Table I; and <br /> <br />COR.S. AUTHORITY <br />WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, requires the Colorado <br />Water Conservation Board to assist in the prevention of floods and flood damages therefrom; and <br /> <br />WHEREAS, Sections 31-23-30 I and 30-28-111, Colorado Revised Statutes, provide that <br />legislative bodies of local jurisdictions may provide zoning regulations for land uses on or along <br />any storm or floodwater runoff channel or basin only after designatiori and approval by the <br />Colorado Water Conservation Board; and <br /> <br />WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, directs the Colorado <br />Water Conservation Board to designate and approve storm or floodwater runoff channels or basins <br />and to make such designations available to legislative bodies oflocal jurisdictions; and <br /> <br />e <br /> <br />:2 <br />
