How to Manage a Planning Grant Award

.

Supplies

The definition of supplies for the Flood Mitigation Assistance Program
is: all tangible personal property other than equipment as defined on
page 36.

A local jurisdiction may purchase supplies with FMA planning grant
funds so long as the use of said equipment is necessary to carry out the
planning requirements described in Part I of this guidebook or the CRS
floodplain management plan requirements. The supplies must be used
in the program for which it was acquired as long as needed. When no
longer needed for the FMA program, the supplies may be used in other
activities currently or previously supported by a Federal agency.

DiSDositioll

When supplies are no longer needed for the FMA program or any other
project or program currently or previously supported by a federal
agency, the local jurisdiction must dispose ofthe supplies as follows:

I. Supplies with a current total (aggregate) fair market value of less
than $5,000 may be retained, sold or otherwise disposed of with no
further obligation to SEMA or FEMA.

.

2. Residual inventory of unused supplies with a current total
(aggregate) fair market value in excess of $5,000 may be retained or
sold but a portion of the fair market value (if retained), or proceeds
(if sold), must be returned to SEMA. The amount to be returned is
calculated by multiplying the current fair market value or proceeds
from sale by the awarding agency's share of the supplies.

.

Copyrights The Federal Emergency Management Agency and the Missouri State
Emergency Management Agency reserves a royalty-free, nonexclusive, and
irrevocable license to reproduce, publish or otherwise use, and to authorize
others to use, for Federal Government purposes:

1.
