<br />. <br /> <br />. <br /> <br />. <br /> <br />Equipment <br />(continued) <br /> <br />. <br /> <br />All equipment purchases must be pre- <br />approved by SEMA prior to purchasing. <br /> <br />An official request must be submitted In <br />writing by the local Jurisdiction's grant <br />point of contact. <br /> <br />. <br /> <br />How to Manage a Planning Grant Award <br /> <br />Manarement Requirements <br /> <br />Equipment purchased, in whole or part, with FMA planning grant funds <br />must be maintained by the local jurisdiction as follows: <br /> <br />I. <br /> <br />Property records must be maintained that include: <br /> <br />I. Description of the property <br />2. Serial number or other identification number <br />3. Source of property <br />4, Who holds title <br />5. Acquisition date <br />6. Cost of the property <br />7, Percentage of FMAfunds used to acquire the property <br />8. Location of the property <br />9. Use and condition of the property <br />10. Disposition data, if applicable, including date of disposal <br />and sale price <br /> <br />2. A physical inventory of the property must be taken and the results <br />reconciled with the property records at least every two years. <br /> <br />3. A control system should be developed to prevent loss, damage, or <br />theft of the property. <br /> <br />4. Adequate maintenance procedures must be developed to keep the <br />property in good condition. <br /> <br />DiSlJos;t;on <br /> <br />When equipment is no longer for the FMA program or any other project <br />or program currently or previously supported by a federal agency, the <br />local jurisdiction must dispose of the equipment as follows: <br /> <br />I. Items of equipment with a current per-unit fair market value of less <br />than $5,000 may be retained, sold or otherwise disposed of with no <br />further obligation to SEMA or FEMA. <br /> <br />2. Items of equipment with a current per-unit fair market value in <br />excess of $5,000 may be retained or sold but a portion of the fair <br />market value (if retained) or proceeds (if sold) must be returned to <br />SEMA. The amount to be returned is calculated by multiplying the <br />current fair market value or proceeds from sale by the awarding <br />agency's share of the equipment. <br /> <br />3. If a local jurisdiction chooses to sell the property, proper sales <br />procedures must be established to ensure the highest possible <br />return.
