<br />. <br /> <br />How to Manage a Planning Grant Award <br /> <br />Program Income As previously noted, it is highly unlikely that program income will be <br />generated from an FMA planning grant award, Program income is more <br />likely to be generated with an FMA projeet grant award. However, in the <br />event that a local jurisdiction does incur program income during the course <br />of administering a planning grant award, the following policies and <br />regulations apply, <br /> <br />General. Grant recipients are encouraged to earn program income to <br />defray project costs. Program income includes income from fees for <br />services perfonned, from the use or rental of real or personal property <br />acquired with grant funds, from the sale of commodities or items fabricated <br />under an FMA grant agreement, and from payments of principal and <br />interest on loans made with grant funds. Program income does not include <br />interest on grant funds, rebates. credits, discounts, refunds, etc. and interest <br />earned on any of them, <br /> <br />Program income means gross income received by the local jurisdiction <br />directly generated by the FMA planning grant activity or earned only as a <br />result of the FMA planning grant agreement during the grant period. The <br />grant period is the beginning date as identified on the funding approval <br />notiee and the ending date as identified by letter from SEMA, <br /> <br />. <br /> <br />Program income may be added to the funds committed to the grant <br />agreement and shall be used for the purposes of the original FMA planning <br />grant award. All program ineome must be deposited into the FMA account <br />and doeumented in a similar manner as the FMA grant funds and the local <br />match. <br /> <br />If a local jurisdiction wishes to use program income as part of the local <br />match requirement, a letter from the highest ranking official within the <br />jurisdiction must request authorization to do so. ' <br /> <br />Program income earned AFTER the grant award's ending date (the ending <br />date is established by letter from SEMA), may be deposited into the local <br />jurisdiction's general revenue account and used at the discretion of the <br />]oeal officials. <br /> <br />. <br /> <br />Changes in Grant Period <br /> <br />An FMA planning grant award may cover a period of one (]) to three (3) <br />years, The FMA planning grant application should specify the anticipated <br />period. Additionally, the funding approval notice specifies the anticipated <br />time period for completing the planning requirements. <br /> <br />. <br /> <br />If the grant recipient anticipates a change in the amount of time needed to <br />complete the activities listed in the grant application, a letter from the <br />planning grant administrator must be sent to SEMA requesting an <br />extension. <br /> <br />25 <br /> <br />How to Manage a Planning Grant Award <br />
