Buildinf!s. and Lantl <br /> <br />If a 3rd party donated equipment, buildings, or land and the title passes <br />to the local jurisdiction, the amount that is allowable for purposes of <br />matching the federal grant depends on whether the grant is for capital or <br />operating expenditures. FMA Planning Grants are not awarded for <br />capital expenditure thus this category is eliminated from discussion. <br />However, it is possible that the grant recipient may use an FMA planning <br />grant for operating expenditures. The following policy governs this <br />category. <br /> <br />. Grants for Current Operations. No amount of matching may be <br />claimed for donated equipment, building, or land as 3rd party in- <br />kind contributions. Instead, depreciation or use allowanced based <br />on the market value of the donations will constitute allowable costs <br />to be charged as match. Such depreciation or use allowances are <br />determined and allocated according to the cost principles in the <br />same manner as depreciation or use allowances for property <br />purchased by the local jurisdiction. <br /> <br />The most common problem with 3rd party in-kind contributions is lack <br />of documentation. Grant recipients should exercise extreme care to <br />document all 3rd party in-kind contributions, The grant recipient must <br />show how it arrived at the valuation placed on 3rd party in-kind <br />contributions. For example, the quantity and allocability of volunteer <br />services must be supported, to the extent feasible, by the same methods <br />that the local jurisdiction uses for its own employees performing similar <br />services. If, for instance, a local jurisdiction's employees use a time <br />clock, so too must volunteers performing similar work. <br /> <br />. <br /> <br />The funding approval notice indicates the amount of resources which <br />must be devoted to this FMA planning grant. SEMA requires that local <br />cash be spent first prior to the use of FMA funds, unless it is not possible <br />or feasible to do so, If local funds cannot be used first, indicate this in a <br />memorandum to the financial files. <br /> <br />If in doubt about any local match contributions or the valuation of 3rd <br />party in-kind contributions do not proceed with planning activities until <br />the issue is resolved with SEMA, <br /> <br />If any condition changes that might jeopardize meeting the local <br />match requirement, STOP all planning activities and contact the <br />State Hazard Mitigation Officer at (573) 526-9228. <br /> <br />How to Manage a Planning Grant Award <br />
