Necessary to carry out the planning grant requirements outlined in <br />Part I of this guidebook or the NFIP's Community Rating Systcm <br />floodplain management planning requirements. <br /> <br />2. Allowable only if the grantce would have had to incur the cost AND <br />if necessary to carry out the planning grant requirements outlined in <br />Part I of this guidebook or the NFIP's Community Rating System <br />floodplain management planning requirements. (A third-part in-kind <br />contribution of entertainment, for example, would not count because <br />it would not be allowable if the local jurisdiction had incurred the <br />cost,) <br /> <br />To determine the value to place on third-part in-kind contributions, simply <br />ask, "What would it have cost if the local jurisdiction had paid for the item <br />or service itself?" <br /> <br />Donated Services <br /> <br />. <br /> <br />The value of donated services is determined according to the following <br />rules: <br /> <br />. Volunteers. Services provided to the local jurisdiction by volunteers <br />are valued at rates consistent with those paid by the local jurisdiction <br />to its D,wn employees for similar work. If the grant recipient does not <br />have employees performing similar work. then the rates ordinarily <br />paid by other employers for similar work in the same labor market <br />will apply. In either case, a reasonable amount offringe bencfits may <br />be included in the valuation. <br /> <br />. Employees of Other Organizotions. When an employer other than <br />the grant recipient furnishes, free of charge, the services of an <br />employee, these services are valued at the employee's regular rate of <br />pay (exclusive of the employer's fringe benefits and overhead costs), <br />provided these services are in the same line of work for which the <br />employee normally is paid. If the services are in a different line of <br />work, the rules for volunteer services above apply. <br /> <br />In either case, donated services are valued at the rate for "similar work", <br /> <br />Donated Supplies and Loaned Eouinment,and Snace <br /> <br />If a 3rd party donates supplies, the contribution is valued at the market <br />value of the supplies at the time of donation, If a 3rd party donates the <br />use of equipment or space in a building but retains title, the contribution <br />is valued at the fair rental rate of the equipment or space. <br /> <br />. <br /> <br />23 <br /> <br />How to Manage a Planning Orant Award <br />
