<br />. <br /> <br />. <br /> <br />. <br /> <br />How to Manage a Planning Grant Award <br /> <br />Local Match <br /> <br />As indicated on the Funding Approva] Notice, the FMA Planning Grant <br />award is for 75 percent of the total estimated planning costs. The grant <br />recipient is required to contribute at least 25 percent of the total planning <br />costs. It is the local jurisdictions responsibility to ensure that this <br />requirement is met and that all local match dollars arc documented and <br />spent in accordance with all FMA planning grant management policies <br />and regulations. <br /> <br />Although the grant recipient is required to pay for 25 percent of the total <br />planning costs, at least half of the 25 percent must be from local <br />government expenditures and cash funds, The remaining half can be <br />met by in-kind contributions from third parties. This requirement is <br />explained in more detail on page] 2. <br /> <br />The following are examples of non-federal cash funds and third-party <br />in-kind contributions: <br /> <br />Non..F~deral Cash funds; <br /> <br />'-:~.;-"".' "',"";-,",1"" <br /> <br />I. Salary paid to staff to carry out the flood risk mitigation planning <br />requircments outlined in part I of this guidebook, or the NFIP's <br />Community Rating System comprehensive floodplain management <br />plan requirements (includes project managers, planners, engineers, <br />public works crews etc.) <br /> <br />2. Local cash funds provided to contractors and consultants to carry <br />out the planning requirements outlined in Part I of this guidebook, <br />or the NF]P's Community Rating System comprehensive <br />floodplain management requirements. <br /> <br />3, Cash funds provided by a non-federal entity, for example <br />Community Development Block Grant, Inter-faith, private <br />business, to carry out the planning requirements outlined in Part 1 <br />of this guidebook or the NFIP's Community Rating System <br />comprehensive floodplain management plan requirements. <br /> <br />4. Utilizing in-house resources, such as copy machines, mapping <br />paper, printing, vehicle use etc. to carry out the planning <br />requirements outlined in Part I of this guidebook or the NFIPs <br />Community Rating System comprehensive floodplain management <br />requirements. <br /> <br />All items listed above may count towards the ]ocal match requirement <br />under the local expenditures and cash funds category, The entire 25 <br />percent local match may be met by any of the above listed items or a <br />combination thereof.
