Requirement #5: <br /> <br />Presentation of the strategy for reducing flood risks and continued <br />compliance with the National Flood Insurance Program; procedures <br />for ensuring implementation, reviewing progress, and recommending <br />revisions to the Plan. <br /> <br />. Presentation of the strategy for reducing flood risks and <br />continued compliance with the National Flood Insurance <br />Program. This requirement was met when requirement number <br />three, "Floodplain Management Goals" was written, Placing the <br />strategies in a different part of the Plan is a matter of choice. Some <br />local jurisdictions prefer to have the strategies listed immediately <br />after the goal. This method is consistent with general strategic <br />planning practices. <br /> <br />. <br />. <br />. <br />. <br />. <br /> <br />· Procedures for ensuring implementation. This requirement can <br />be met by specifically identifying a department or person to be <br />responsible for said action or goal. The Plan could also outline <br />operating procedures or action plans that will be implemented to <br />ensure said action or goal is implemented. <br /> <br />· Reviewing progress. Quarterly or bi-yearly reviews can be <br />scheduled for the floodplain coordinaior or city/county <br />administrator to provide updates to the city councilor county <br />commissioners. Additionally, monthly meetings could be <br />scheduled for all program managers to review progress, note <br />obstacles and provide recommendations for improvement. <br /> <br />· Recommending revisions to the plan. If a Flood Vision <br />Committee has been formed, this committee could be charged with <br />the responsibility of general oversight. This would include <br />ensuring that current activities carried out by city/county officials <br />are in compliance with the adopted Flood Risk Mitigation Plan, If <br />activities are not compliant, corrective action should be <br />recommended to include revising the Plan or terminating the <br />activity, If a committee has not been formed, the city/county <br />administrator or other designated program manager should assume <br />this responsibility. Revisions to the Plan should be made when: <br /> <br />I) There are changes in the community floodplain goals. <br />2) Changes in the characteristics of the floodway or the <br />floodplain brought about by a flood or other activities, <br />3) Changes in population, land use, and development. <br />4) Advances in flood mitigation knowledge, strategies, or <br />techniques, <br /> <br />:?14: <br /> <br />The sample Flood Risk Mitigation Plan located in Appendix 4 <br />incorporates both requirements three and five in a grid type fonnat for <br />easy viewing. <br /> <br />9 <br /> <br />Flood Risk Mitigation Plan <br />
