<br />INTRODUCTION <br /> <br />The City of Montrose, through its Communi ty Development and PI anni ng <br />Departments, is engaged in a coopera ti ve program with the Co -I orado Water <br />Conservation Board and the Department of Local Affairs to collect and <br />analyze storm runoff and floodplain information for intelligent and orderly <br />planning of future storm drainage facnities. <br />This effort is being conducted in a two-phased approach, The pre- <br />viously completed first phase was directed to gathering the basic facts <br />(Reference 1). Hydro 1 ogi c and hydraul-i c ana lyses were conducted to deter- <br />mine water surface elevations and to delineate the flooded ay'ea boundaries <br />to reduce potential flood damages. Theis second phase is directed toward <br />formulating alternate flood control and drainage plans for wise management <br />of the floodplain and rapidly developing urban drainage area in and around <br />the CHy of Montrose. <br /> <br />Authorization <br />Thi s report was authori zed by the Colorado Water Conserva ti on Board <br />in joi nt sponsorshi p with the City of ~Iontrose, Co I ora do, and ~Iontrose <br />County, and the Colorado Depa rtment of Local Mfa i rs, Specifi c tasks were <br />performed according to the terms of a contract between the Colorado \vater <br />Conservation Board and Gingery Associates, Inc. dated t1arch 1, 1980. The <br />Board's power and duty is: <br />"...to devise and formulate methods, means and plans for bringin,) <br />about the great utilization of the waters of the state and the pre- <br />vention of flood damages therefrom and to designate and approve <br />storm or floodway runoff channels or basins, and to make such desig- <br />nations available to legislative bodies of cities and incorporated <br />towns; to county planning commissions:, and to boards of adjustment <br /> <br />_ 4 _ <br />
