<br />01 recommendations made by the division of parks and, outdoor <br />02 recreation for the development and construction of adequ"lte <br />03 recreational facilities as a part of any recommended water <br />04 project, which facilities shall be considered as the primary <br />05 responsibility of the state of Colorado. <br />06 (2) Not later than July 1, 1990, the Colorado water <br />07 conservation board and the Colorado water resources and power <br />08 development authority, in cooperation with the Colorado river <br />09 water conservation district, the southwestern water <br />10 conservation district, and other interested western Colorado <br />11 entities, shall submit to the general assembly a plan or <br />12 plans, including proposed contractual and repayment <br />13 arrangements, to effectuate the reservoir storage in the <br />14 Colorado river basin of western Colorado as described in <br />15 section 37-96-102 (1), which plan or plans may be thereafter <br />16 revised from time to time to carry out the intent of said <br />17 section 37-96-102 (1). <br />18 (3) Not later than February 1, 1988, the Colorado water <br />19 conservation board, in cooperation with the Colorado water <br />20 resources and power development authority and the sponsors of <br />21 the project described in section 37-96-103 (1 )(b), shall <br />22 submit to the general assembly a plan, including proposed <br />23 contractual and repayment arrangements, for the. expenditure of <br />24 moneys from the fund in an amount sufficient to insure the <br />25 timely construction of said project, which plan may be revised <br />26 thereafter to reflect actual construction costs, it being the <br />27 intent of the general assembly that. moneys credited to the <br />28 fund shall be dedicated and available in a timely and <br />29 sufficient amount to insure construction of said project. <br />30 (4) At such time as the attorney general of the state of <br /> <br />31 <br /> <br />Colorado, the Colorado water resources and power development <br /> <br />-6- <br />
